It has become a ubiquitous sight: construction fences surrounding sites where once stood early 20th Century houses that typically give Kew Gardens its charm and character. New houses are adding a different palette to the community. But new high rise construction that includes the 17-story Park Lane Towers on Metropolitan Avenue and 118th Street will be sharply limited in the future thanks to a rezoning that took effect last year and that seeks to keep new development in context with the character of the community.
